For non-Chinese operators utilizing Chinese-built ships, fees will start at $18 per net ton or $120 per discharged container, whichever is higher, and will incrementally increase over the next three years. Fees will only be incurred in the first US port of a voyage and not stacked for multiple fees.
- Implementation Timeline: The new fee structure will take effect on October 14, 2025, following a 180-day grace period. Fees will be charged no more than five times per vessel per year.
- Scope: The fee will apply to Chinese vessel operators and owners as well as non-Chinese owners that operate Chinese-built vessels.
- Waiver Mechanism: Companies will be eligible for a waiver if they place an order for a U.S.-built vessel and get delivery within three years, provided the vessel is of similar tonnage or size.
